Rule 13 Stormwater Program

Rule 13, officially 327 IAC 15-13, deals with storm water run-off associated with Municipal Separate Storm Sewer System (MS-4) conveyances. Due to its population, the Town of Zionsville has been named an MS-4 entity, and subsequently has completed the process of submitting a Storm Water Quality management Plan (SWQMP) in three parts acceptable to the Indiana Department of Environmental Management (IDEM). What this means, in essence, is that the Town has developed, through local ordinances, a plan to manage the quality of storm water run-off that leaves our community. Elements of the program include education for the public on water quality, providing opportunities for citizens to get involved in the program, identifying and eliminating sources of pollution, ensuring that construction activities and new development incorporate pollution prevention measures, and making sure that the Town’s day-to-day operations are conducted in a safe and environmentally friendly manner.

Storm Water Quality Management Plan (SWQMP) Update
The Town of Zionsville has amended Parts B and C of its Storm Water Quality Management Plan (SWQMP) under its National Pollutant Discharge Elimination System (NPDES) permit. The SWQMP outlines efforts to reduce the amount of pollution carried by storm water runoff into local streams, lakes and reservoirs. Part B contains the baseline characterization report of our community relating to multiple factors influencing water quality. Part C contains information specific to our local programs and activities designed to reduce the amount of water-borne pollution within our community.

Municipal Separate Storm Sewer System (MS-4) Annual Report Filed with IDEM
As required under Zionsville’s National Pollutant Discharge Elimination System (NPDES) permit, the bi-annual report to the Indiana Department of Environmental Management (IDEM) has been timely submitted. This report documents the steps taken by the Town to reduce the amount of pollution carried by storm water runoff into our streams, lakes and reservoirs. IDEM Construction Program Audit
On September 9, 2008, Doug Wolf of the Indiana Department of Envirnonmental Management (IDEM) conducted an audit of Zionsville’s Construction Stormwater Run-Off control program. This is a component of the Town’s Storm Water Quality Management Plan (SWQMP), and focuses on municipal project oversight as well as private development project oversight relating to erosion and sediment control during construction. The audit looked at how plans are prepared and/or reviewed, and how field inspections are conducted, prepared and reported. The final report from IDEM may be viewed by clicking the following link:

Storm Water Quality Management Plan (SWQMP)
In January of 2005, the Town of Zionsville, as a Municipal Separate Storm Sewer System (MS-4) entity, submitted to IDEM it’s SWQMP Part C. This narrative describes the activities that the Town will endeavor to accomplish to improve water quality in our community and surrounding areas. This plan is subject to change as strengths and weaknesses are identified in the future. In 2009, a Citizens’ Advisory Committee will be reviewing and updating the plan as necessary. Public comment is always welcomed, and may be directed to the Zionsville Street Department.
