• The 2010 Sewer Project began work during the last week of July. The contractor, Insituform Technologies, Inc., has estimated the work to be completed by the second week of August which is well within the 75 day final completion requirement of the contract. The affected areas of the sewer work are Hawthorne, South Fourth, and West Sycamore Streets. While customers may experience a brief interruption of service, the rehabilitation work is lining in place and will not require any pavement removal and repair.

• The second quarter budget report was provided to the Town Manager and the Council. Our 2010 budget is currently at $2,168,406, including $46,207 encumbered from the 2009 budget year. My projected year end total expenditures are estimated at $2,155, 062, or under budget by $13,344. While there are some line items that will be significantly over budget there are surpluses in other line items that can be re-appropriated to cover the shortfalls.

• Work continues on the Zionsville Road Sewer Project. Boring work going under Zionsville Road is ongoing and service line connections to the low pressure force main will commence this month. The project is estimated at being 40% complete and the contractor states the completion date of October 25 will be met.

• A near record rainfall was recorded at the wastewater plant in June with a total of 11.4 inches being measured. The highest flow during the month was on the 22nd of the month where we recorded a total of 4.06 million gallons through the plant. While this is nearly four times our usual dry weather flow we did not exceed any of our NPDES limits. We also experienced high levels in some of our pumping stations but did not overflow in any part of our collection system.

• Contract documents and the Notice To Proceed were signed for the 2010 Sewer Project. The contractor, InsituformTecnologies USA, Inc., now has until September 1, 2010 to complete the project.

ADDITIONAL COMMENTS:

• Bids were received on May 13, 2010, for the construction of the 2010 Sewer Replacement project. Three bids were received for the construction project and their bid amounts for the project were as follows:

Insituform Technologies USA, Inc. , Chesterfield, Missouri $100,432.30

Miller Pipeline Corp., Indianapolis, Indiana $114,588.75

Reynolds Inliner, LLC, Orleans, Indiana $124,290.00

A tentative award letter has been sent to Insituform Technologies USA, Inc. and the contract and the Notice to Proceed will be executed after submission of their payment and performance bonds.

• Work continues on the South Zionsville Road Sewer project. The 24 in ductile sewer that replaces the 15 in clay sewer is completed and tested, all directional drilled lines have been installed but neither connected or tested, and the lift station wet well and valve pit have been installed.


• Closing papers have been executed and the final payment for the 2009 Sewer Project was submitted in May.

ADDITIONAL COMMENTS:


1. The first quarter budget analysis was provided to the Town Manager and Council. An overall shortfall of $32,000 is anticipated and is attributed to line item #3-14, Accounting. It is too early to tell if an additional appropriation will be required to fund the shortfall or if re-appropriating from another line item can be accomplished.

2. The 2010 Sewer Project went out for bid in April with the bid opening scheduled for May 13, 2010 at 1:00pm. This year’s project involves in place lining of sewers along West Sycamore Street, Fourth Street, and Hawthorne Street from Fourth to the alley just west of Elm Street.

3. A yearly inspection of the waste water treatment plant was performed by our inspector from the Indiana Department of Environmental Management on April 29, 2010. The treatment plant was found to be in compliance within all parameters that were inspected.

1. The 2010 Sewer Project is proceeding on schedule with design work being nearly complete. The project is expected to go out for bid this month followed by the bid opening in May.

2. Work continues on the Zionsville Road Sewer Project. The contractor, Weihe Construction,
Inc., has nearly completed the installation of the lift station wet well, cleared and grubbed the ground for the new 24in interceptor sewer, and has had most piping delivered and on site.

3. A walk through of the area of the 2009 Sewer Project was done with Atlas Excavating, Inc. and a punch list was developed for pavement and yard repairs.

• Work continues on design of the 2010 Sewer Rehabilitation Project. This project consists of the rehabilitation via re-lining of 3,800 lineal feet of sewers located on East Hawthorne, South Fourth, and West Sycamore Streets. An April bid opening is anticipated.

• Executed copies of Construction Agreement, Bonds, and Notice to Proceed were received from Weihe Construction, Inc. for the South Zionsville Road Sanitary Sewer Project. A pre-construction meeting was attended for this project and the contractor is currently sending submittals to HNTB for review. Actual construction should begin some time this month.

ADDITIONAL COMMENTS:

• The 2009 Sewer Project was nearly complete by the end of November. All sewers, but a short segment on East Sycamore Street, have been installed. Weather permitting, the milling and re-paving is scheduled for December 14th and 15th. A punch list will then be made outlining any work remaining such as grounds restoration.

• Bids were received for the South Zionsville Road Sewer Project on Wednesday, December 2nd. A total of ten bids were submitted with a high bid of $1,397,000 and a low bid of $883,591. Along with my monthly report I have supplied a letter from our engineer, Darren Burkhart of HNTB, listing each contractor, bid amount, and details on why the bids came in well under the engineer’s estimate. Essentially, the large number of bidders and the tight bid price grouping indicate that there is not a significant amount of work being done in this down market.

HNTB has completed a review of all bid documents and have determined that the low bidder has submitted a bid that is responsive. Based upon the review of the bid documents it is HNTB’s recommendation that a tentative award of contract be made to Weihe Construction, Inc. for a contract price of $833,591.00 and that the award of the contract is contingent upon the Town of Zionsville securing financing from the various funding agencies.

• A pre-construction meeting was attended for the 2009 Sewer Rehabilitation Project. The contractor, Atlas Excavating Inc., will begin work the second week of October. The project will start on Pine Street, move to Hawthorne Street, and finish up on Sycamore and 2nd Streets. Substantial completion is scheduled for December 15th and final completion on January 14, 2010. Considering the limited construction area for this project the contractor is to work closely with the residents and provide them with proper notification of when their crews will be in their neighborhood.

• Bids for the 2009 Sewer Project were opened on July 29 with five firms bidding. The lowest bid was from Atlas Excavating at $311,840 while the highest bid was Miller Pipeline at $521,994. The low bid exceeds the amount budgeted for the project by $82,000 and while re-appropriating can cover some of that difference, an additional appropriation will be necessary in order to fund it entirely. During design of the project it became apparent that the scope of this year’s project would need to expand with additional sewer work that requires open trench installation instead of the pipe bursting technology we had originally planned for the entire project. Our engineering firm is now reviewing all bids for completeness and will make their recommendation shortly.

• The second quarter budget report was provided to the Town Manager and the Council. The projected shortfall of over $400,000 is almost entirely from expenses incurred by the Zionsville Road Sewer Project and those funds will be reimbursed to the operating fund after bonding is secured for the project.
